Call to Order and Introductions: Meeting called to order by Ron Melka at 9:02 a.m.

  

Minutes: Chris moved to accept the minutes. Chris seconded. The motion passed. The minutes for the March 19, 2003 meeting were approved as presented.

  

DCFS issues: Donna reported that things are still in a holding pattern, and that she is still the temporary supervisor of our LAN. Director Jesse MacDonald has resigned effective April 30. Until the new director is announced and in place, there will be no substantive changes at DCFS. There are still many open positions. The Governor’s Task Force on DCFS has completed its interviews and has a 55-page draft report. Yesterday, $20,000 in additional Flex Funds was released to 3 LANS in the Cook Central Region. They are 57, 58, and 60. Cook Central is the lowest of all regions for requesting additional Flex Funds. There is no news on the refunding of Family Centered Services funds other than it is in the budget at the same amount as this year.

  

School Issues: Anna reported that the Safe School case management program is taking some new cases that they are conducting Wrap around plans on. The Federal funding ends June 30th. Cicero School District #99 and Berwyn School District #100 have provided some funding so the program will continue. There is no one turned away or put on a waiting list.

  

Elaine reported that the Illinois State Board of Education has had a huge turnover of staff, with many retirements of qualified staff. The monitors are gone. There are major changes in structure being discussed. They might cut out the regional offices as a cost cutting move.

  

Parent Report: Roxanne reported that IFF is having a conference for parents April 26, 8:30 AM – 1:00 PM on Meeting the Needs of the Whole Child. Contact 1(800) 871-8400. She has brochures. She is trying to connect with additional community resources, particularly for the police in Lyons, because the mental health agencies are full with waiting lists.

  

Family Centered Services Planning Committee Report: Ron reported that the third quarterly reports are due. Please invoice if you have not already done so. Funds are in, so please invoice based on your reports. Ron asked the FCS providers to meet after the meeting to discuss the reports.

  

Clinical Committee Report & Wraparound Flexible Funding Committee: There are no cases to present today. All Fex Fund requests for the summer have been approved. There is only $2,000 left, which still can be requested. Call Jennifer Garfield at (708) 386-2100 or email at jgarfield@ccoptions.org.

  

Additional Items from Participants

  • Alma discussed the new HIPAA requirements. There can be no FAXES with client names or SS#s on them. Cannot copy case information onto discs that aren’t password protected. Be careful with case notes and what is visible on your desk. Use first names in waiting area and on phone referrals. Be careful with information to business associates, and have an agreement with them regarding client information. There are not many changes from what we currently do. The mental health code has always been restrictive, and is still more restrictive than the HIPAA requirements.

  • Elaine stated that she is presenting a free workshop on Friday, May 2 at MacNeal Hospital. The topic is dealing with Differential Diagnosis.

  • Pat stated that at the Berwyn Police GRIP committee they announced a summer job program with the Berwyn Little League, using teens as umpires. The KKK plans to march in Berwyn on May 31. The city is asking everyone to stay away. Fillmore has a new pilot Counseling to Children Center and Home Day Care Providers to children ages 0-5, including training.

  • Ron announced that the police have a summer job program for Berwyn youth ages 16 -18. They are looking for worksites for the youth to work at. Contact Carmelita Terry at the Berwyn Police.

  • Roxanne was looking for Police resources on providing Wrap plans.

  • Elaine wanted to thank Don Donahue for the DCFS response to MacNeal School on an individual incident.

  • The Children’s Center is having their 25th Anniversary at NIKKOS, Wed. May 7. Call Kathy Kokenes at 652-1202 for tickets.
