LAN 29 will take sustained responsibility for designing and implementing strategies to achieve clearly defined results for families and children. Thus, LAN 29’s governance role is more than just planning. LAN 29 will assume real responsibility for achieving results across a broad range of conditions affecting families and children with strategies that transcend usual categorical program boundaries.

  

LAN 29 will operate according to agreed upon principles concerning service delivery and the community’s commitment to its’ and, children families. As contained in its Mission and Vision Statement: building on families’ strengths; using community resources and natural support networks in a coordinated and integrated way to meet families’ needs; partnering with individuals and families in developing solutions to life’s challenges and responding as early as possible to prevent family crisis.

  

LAN 29 will work to create its legitimacy and credibility to adequately represent local residents and communities. By legitimacy, it is meant formal recognition by key stakeholders that LAN 29 is acting on their behalf. By credibility, it is meant that LAN 29 must earn the trust and recognition of the community.

  

LAN 29 will influence the allocation of resources across systems as necessary to accomplish the desired results. To improve results for children and families, LAN 29 will affect how dollars are spent and how staff are deployed in the major systems that affect results for children and families in Rock Island and Mercer counties. In some instances, LAN 29 will control budget decisions directly; in others, LAN 29 will influence them by helping other governmental of funding entities set budget priorities.

  

LAN 29 will maintain standards of accountability for individual systems, as well as for the community as a whole, concerning the agreed upon results for children and families. LAN 29 will track progress against the desired results and be accountable to the community for the results. This will require LAN 29 to measure baseline, document progress, and ensure that all the parties who commit themselves to act on an agenda will actually do so.
